2003 S PCGS PR70DC Arkansas Silver Quarter

I'm trying to get my hands on one of the coins mentioned in the title (2003 S PCGS PR70DC Arkansas Silver Quarter). It seems eBay prices run anywhere from $100-$200. I found an eBay seller selling a roll of 40 of the coins that he claims aren't grading service rejects. He says they came from taken apart proof sets and they are all unsearched first quality DCAM proofs. He has 8000+ feedback and 100%, so I assume he's legit.

Anyone tell me the odds of finding a quarter in a roll of 40 proofs that could go PR70DC? I'm real new to PCGS and grading in general, so really don't know much about it. I'm about to sign up for the PCGS gold membership which includes a few free submissions so I thought maybe the timing of this would work out well. He's only asking around $240 for the roll, which I think seems reasonable enough. I just don't know enough about it to determine whether I actually have a shot of finding one good enough to go PR70 or not.

Any thoughts or help here? Thanks!

If the roll had any 70s in it the seller would have already had them graded. Be especially concerned if the seller also sells graded coins this is usually a dead giveaway.

The act of rolling 40 of them up together should be enough to ensure that none of them will make a 70, whether they are searched or not.

Hrm, good points. So what's my best way of going about getting a 70 without being over the top for one? Am I better off buying some sealed silver proof mint sets online and looking for one? Can you actually tell through the mint set cases whether or not the coins inside have a chance of going for 70? I'm afraid I really won't even know how to determine whether it has a chance at 70 or not.

Have you considered checking with a few dealers and buying one already slabbed? No gambles that way.

From what I understand, you can't tell the difference between a 69 and a 70 with the naked eye, you need a loupe or some other means of magnification to ensure that there is not a single solitary mark of any kind on the coin, otherwise it will not be a 70. If the coins have been taken out and handled, chances are they are no longer 70 caliber coins. If you're going to buy an ungraded coin to try and get a 70, you should limit yourself to coins still in original packaging, and even then you'll have a hard time getting the perfect grade.
